Detailed release note for pipeline 02000032_20010212.141403.

In summary these changes are restricted to minor changes in the pipline
module logic and, more importantly, the parameter values of the SAS
calls. There is no change in the SAS package versions used (odfingest
appears below as a new package because it has been made visible for the
first time to this new pipeline.) The number of simultaneous pipeline
processes is reduced to 4.
