Targets, which are important within an archival context and so will strengthen the legacy of the mission, may be proposed as ``Fulfil Programmes''.
For example, ``Fulfil Programmes'' may be used to complete important samples e.g. in terms of the key parameter space covered, to observe targets already well observed at other wavelengths, to homogenize the exposure and fill in coverage gaps of extended sources or fields, or even for high risk high gain observations.
5.5 Fulfil Programmes
Given the scientific nature of the ``Fulfil Programmes'' it is expected that the observations are not in any way time constrained (Section 5.7.1), coordinated (Section 5.6 and Section 5.7.2) or TOO (Section 5.2.2).
